Three Changes to Enhance Fairness, Transparency and Competition Editors note: Nasdaq shared with John Lothian News an internally produced question and answer interview with Oliver Albers, SVP and Head of Strategic Partnerships for Nasdaq’s Global Information Services. Note from Nasdaq: Here at Nasdaq, we often say, “information is the lifeblood of markets.” That’s especially true in today’s digital era, and it’s not hyperbole. Market data is far more than simply a collection of buy and sell orders communicated on stock-trading platforms. It’s the collection and curation of billions of individual data points that are the essential fuel for the entire market in…

Back to the (Broker) Dealer’s Table Feature,Video, video

It was back at the turn of the century that Tony Saliba founded LiquidPoint, the broker-dealer known for its options execution management technology that at one point executed a fifth of daily options volumes. LiquidPoint would eventually be sold to ConvergEx Group in 2007, which in turn would spin off LiquidPoint to Dash in 2017, forming Dash Financial Technologies. Saliba remained with LiquidPoint through 2014. Saliba said he swore he’d never get back into the broker-dealer space, but in 2018 it was announced he was launching Matrix Executions, a multi-asset broker dealer serving both the buy and sell-side. It’s a…

Compliance Advice on SEC’s Market Access Rule from Julie Dixon of Titan Regulation Interview,Regulation,Tech / HFT,Video

Regulating the U.S. financial markets is an increasingly difficult task for the Securities and Exchange Commission and other regulators. Not only must the commission enforce the rules currently on the books, it must also respond to new crises that may be threatening the safety and confidence of the market. On May 6, 2010, the Dow Jones Industrial Average plunged nearly 1000 points, or around 10 percent, in a matter of minutes, then quickly recover about two-thirds of the move, in what has since been referred to as the “flash crash.” SEC Rule 15c3-5 (“Market Access Rule”), finalized in November 2010,…

Today the CME Group is expected to file with the SIPC appointed bankruptcy officials and federal authorities a plan for how to proceed with their part of the orderly liquidation of MF Global, specifically the movement of open futures and futures options positions to other clearing firms. This would be different from the current situation where only positions can be moved at the previous day’s settlement price. Positions are…
